Every major city has a DPD police station, and the DPD doesn't just handle manifestations. They also handle power scalars wiki warriors and debaters, influencers and musicians. They seek to cause problems within the cities. You have to remember that cities never sleep, and when cities never sleep, neither does crime in the DPD chief detective is the head of the entire operation, but he has several squads under him that help keep the peace the squads consist of special agents, detectives hunters, and contracted debaters

Special agent, or those who have clearance to seal wild manifestations, whose level may be too high for regular resonators books that cannot be captured, are sealed and are labeled black, a.k.a. black label to books these books cannot be opened because the Kaaba characters manifestation level is too high so only special agents are allowed to go down in a controlled environment and attempt to not only capture these books, but seal them in a way that the character is at peace

Detectives are DPD agents who solve cases that include wiki warriors, empower sailors, who create hacked Power Threads, and alter manifestations. Once they find those responsible they bring them to justice.

Hunters 

Hunters are assassins contracted by the DPD, who take out manifestations that may be too strong for your average resonator where it usually takes a group hunters are able to take out manifestations by themselves and they are able to do this quickly while minimizing collateral damage. They are some of the top agents at the DPD and hold the highest respect. 

Contracted debaters 

In verses debaters have the highest numbers of resonators so resonators take jobs from the DPD to take out manifestations that seek to wreak havoc on neighboring cities if the contracted debaters can't stop the manifestation, the DPD will then send in a hunter or a special agent. In a lot of cases the contract debaters are there to either slow down a manifestation or take it out completely or they are there in place until a hunter can’t handle the situation themselves.
